A representative from each of the member states, usually the minister in charge of industry
Each state has a deliberative vote
Chaired by a President elected from among the representatives for a non-renewable one-year term

Attributions

Supreme decision-making and control body of the Organization
Defines the general policy of the Organization
Establishes the regulations necessary for the implementation of the Bangui Agreement
Vote on the budget and monitor its implementation
Appoints the Director General
Approves the annual accounts and balance sheets
Allows negotiations of agreements with third-party states or international organizations

Functioning

Meets in ordinary session once a year
May convene in extraordinary session if necessary
Decisions are made by a simple majority of members present or represented
A quorum is reached when two-thirds of the member states are represented
